National Center for Industrial Science and Technology Management Development (NCISTMD) at Dalian – The foundation of CBEAD

In 1978, the Third Plenary Session of the 11th Central Committee opened a new era of China's reform and open-up. In 1979, the then Vice-Premier Deng Xiaoping accepted President Carter’s invitation and paid a visit to the United States of America. This visit resulted in the two countries’ signing the Sino-US Protocol on Cooperation in Science and Technology (S&T) Management and S&T Intelligence. To implement the protocol, the governments of China and the United States decided to set up NCISTMD to offer in-service management training programs for top leaders of large-scale enterprises. With active endeavor of Dalian Institute of Technology (Now Dalian University of Technology (DUT)), NCISTMD was finally settled at DIT.

During its 10-year history (1980-1989), NCISTMD has brought modern western management concepts to China and trained a large number of talents for the reform and open-up of China. From a historical perspective,NCISTMD is the first window to import advanced management ideas,theories and experiences from the west,the birthplace of China's MBA programs,and the origin of case method in business education.

On May 8, 1979, the then State Councilor and Director of the State Science and Technology Commission, Fang Yi, with the then U.S. Secretary of Commerce, Kreps, signed the Sino-US Protocol on Cooperation in Science and Technology (S&T) Management and S&T Intelligence. To implement the protocol, China and the United States set up NCISTMD officially on April 23, 1980.

Deng Xiaoping met with Kreps, U.S. Secretary of Commerce, laying the foundation for cooperation between China and the United States in the field of Industrial Science and technology management.

On August 18, 1980, NCISTMD held the opening ceremony of the first training program for factory managers.The Chinese representatives attending the ceremony were: Jiang Ming, the then Deputy Director of the International Science and Technology Commission, Pu Tongxiu,the then Vice Minister of Education, and Qu Bochuan,the then President of Dalian Institute of Technology(former DUT).The US representatives were:Leonard Woodcock,America's first Ambassador to P.R. China, etc..

In 1980, Wang Zhaoguo and Ye Qing took part in the first training program for factory managers in NCISTMD.

On April, 1981, NCISTMD laid the foundation stone in Dalian Institute of technology. State Economic Commission funded 3 million yuan for the construction of the office building and the student dormitory. The construction officially launched in 1983.

In 1984, according to the teaching materials provided by the US,NCISTMD published the first set of management teaching materials in Chinese, 130 thousand copies were issued,making a great impact in China.

On December, 1985, Li Peng, the then Vice Premier of the State Council met with members of the Advisory Committee of NCISTMD in the Great Hall of the People.

In 1985, Zhang Jinfu, the then State Councilor, met with Dean Alutto from School of management, SUNY Buffalo, and other faculty representatives from the US who worked in NCISTMD.

On December 16, 1986, NCISTMD held the graduation ceremony with SUNY Buffalo for the first MBA class, which established a precedent for China's MBA education. Dr. Kissinger, former U.S. Secretary of state, attended the graduation ceremony and delivered a speech.

On March 1987, George Pratt Shultz, the then U.S. Secretary of State visited NCISTMD and delivered a speech, which praised the Sino-US cooperation in education as “an important and constructive example of friendly cooperation between China and the United States”.

In 1987, Zhu Rongji, the then Deputy Director of the State Economic and Trade Commission, attended lectures in NCISTMD.

In 1987, Lv Dong, the then Director of the State Economic and Trade Commission, and Zhu Rongji, the then Deputy Director of the State Economic and Trade Commission, visited NCISTMD.

1989, the third session of the MBA Advisory Committee Conference.Yuan Baohua, the then Deputy Director of the State Economic and Trade Commission, gave a lecture for the participants of NCISTMD.

Dean Dier from Babson College, delivered lecture at NCISTMD.

Professor Yu Kaicheng, known as the father of China’s Management Case Teaching held a case discussion with participants of NCISTMD.

On January 13, 2006, CBEAD was approved by the CPC Central committee. Wang Dongming, the then Vice Minister of the Central Organization Department, Wang Yong, the then Deputy Director of SASAC, Zheng Shushan, the then Assistant Minister of the Ministry of education, and other leaders from the national development and Reform Commission, State Commission Office of Public Sectors Reform, Liaoning Province, Dalian City, and DUT attended the ceremony. Prof. Lin Anxi was appointed as the first president of CBEAD.
