Founded on January 13 2006, China Business Executives Academy, Dalian (CBEAD) is the only national educational and training base for cadres, and specializing in executive training. According to a jointly issued document by the Central Organization Department and the Ministry of Education in 2007, the main responsibility of the academy is: undertaking the educational and training tasks for leaders, reserve cadres and strategic reserve personnel of key state-owned enterprises and financial institutions, as well as leaders of national enterprise training bases. As one of the important institutions to implement the national strategy of reinvigorating China through human resource development, the Academy, together with the Party School of the Central Committee of CPC (National Academy of Governance), China Executive Leadership Academy Pudong, China Executive Leadership Academy Jinggangshan and China Executive Leadership Academy Yan’an, constitutes a national educational and training system for cadres.

In January 2012, the Academy became a subordinate body of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), preceded by   the Central Organization Department. Up to date, CBEAD has provided onsite training projects to more than 80,000 participants. Over 5,660,000 users have registered on the Enterprise Branch of China E-learning Academy for Leadership. Zhang Yuzhuo, Party Secretary of the CPC Committee,  Chairman of SASAC is the President of CBEAD and Tan Zuojun, member of the CPC Committee and Vice Chairman of SASAC serves as the first Vice President in the Academy.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Academy adheres to the fundamental principle that Party schools belong to the Party and conscientiously implements the requirements put forward in the National Cadre Education and Training Plan from 2018 to 2022 that "CBEAD should highlight its characteristics, build its own brand and further play an important role in training  enterprise leaders". CBEAD has always been integrating theory with practice, thoroughly studying, promoting and implementing the guidelines in the important remarks by General Secretary Xi Jinping on the reform and development of state-owned enterprises and party building so as to build a strong teaching staff, improve the quality of training programs, create a positive culture of learning, and strive to build a first-class educational and training institution for national cadres, hence better serving the new high-quality and high-level development of state-owned enterprises.
